Through a survivor-centered approach, DTMF is dedicated to raising awareness and mobilizing for the rights of care workers and agricultural workers. We believe in the power of informed and engaged communities to create meaningful change. With other workers’ rights and migrant justice organizations, we work together to amplify voices, share stories and demand action.
The Movement Towards Labour Im·migration Justice for All
DTMF is leading an historical legal action to tackle the structural problems that keep migrant workers unfree and affect their dignity.
In parallel with our constitutional challenge of the restrictions on migrants’ right to change employer, we are mobilizing for the implementation of an alternative labour im·migration policy that complies with human rights.
In 2025, we are coordinating a consultative process towards a formal declaration of fundamental rights and principles to guide the drafting of a proposal on labour im-migration to be presented to Parliament.
Together with migrant workers –starting with survivors of modern slavery–, the groups that support them and the wider social justice community, we will work on a bill that defines a labour immigration policy that ensures justice and fairness.
Raising Awareness
DTMF joins forces with partners to amplify the voices of migrants and strengthen the call for justice through open letters. Here are a few examples:
From the classroom to the street, DTMF and its members raise awareness and mobilize support for the fundamental rights of all workers. DTMF regularly participates in various events, forums, and conferences, addressing issues such as the exploitation of migrant workers, work permits, and the specific challenge facing agricultural and care workers. It has also taken part in discussions on migrant rights, family unity, and contemporary forms of slavery in Canada, highlighting ongoing efforts to improve working and living conditions for migrant workers.
DTMF was a guest on the Point of Entry podcast by the Refugee Centre. The episode looked at the impact of recent temporary immigration policies and the UN report that condemned Canada’s Temporary Foreign Worker Program as a form of modern-day slavery. Listen here!
Gabriel Allahdua, activist, former migrant farm worker and education and mobilization agent, was at the 10th National Conference on Fair Trade in Canada. He presented the importance of migrant workers to Canadian food security, the systemic barriers to their freedom, and ways to address them. Watch his presentation!
Researcher and activist Eugénie Depatie-Pelletier regularly appears in the media to denounce the exploitation and unfreedom of migrant workers without open work permits.

Networks & Coalitions
DTMF is actively involved in committees, networks and campaigns to raise public awareness and mobilize support for workers’ rights and justice for migrants.
DTMF sits on the CCR’s Precarious and Exploited Migrants Committee. The committee includes organizations from across Canada whose work relates to migrant worker issues. The committee informs CCR’s work and positions on these issues.
The Quebec Campaign for Regularization and Migrant Justice is a platform for exchange and collaboration on a wide range of immigration issues at both provincial and federal levels. Together, we strive to challenge harmful policies, raise public awareness and promote solutions that emphasize the dignity, rights and well-being of all, by collectively advocating for a human rights-based immigration system.
DTMF is a member of the coordinating committee of the Campaign for Open Work Permits Now, which brings together organizations and individuals across Canada. Members work together to raise public awareness of how restrictive work permits undermine fundamental rights and call on the government to abolish employer-specific permits and issue open work permits to all migrant workers, regardless of nationality or occupation.
The CQCTP brings together organizations in Quebec that are committed to protecting the rights and dignity of individuals who have experienced trafficking or are at risk. DTMF is an active member, contributing its expertise on migrant worker issues and emphasizing the need to address trafficking within the broader context of employer-tied labour migration and systemic precarity.
DTMF coordinates the Guelph Migrant Justice Network, an interdisciplinary space where academics, activists, volunteers and members of civil society come together in solidarity to fight for migrant justice in Canada.
DTMF is an active member of the Front de défense des non-syndiqué·es, a broad-based community and union coalition that defends the rights of non-unionized workers in matters of labour standards, occupational health and safety, work-related accidents and illnesses, and pay equity in Quebec.
DTMF is an active member of a Canada-wide coalition of activists, experts, and health professionals from across the country working to improve national housing standards for employers of migrant farm workers. This initiative builds on decades of research and responds directly to the federal government’s prolonged inaction on this issue.
DTMF is a non-voting member of the International Migrants Alliance (IMA), a global alliance led by migrants, refugees and displaced peoples, bringing together over 225 organizations across more than 33 countries. Gabriel Allahdua, education and mobilisation officer, took part in the 6th General Assembly of the IMA in Nepal, representing migrant workers in Canada. This involvement strengthens international solidarity and brings local migrant realities to the global stage.
